I think this is a sensible way forward. By closely looking into the way corporations use base erosion and profit shifting especially the use of "paper" or " shelf " departments the government could get a better understanding of the evasion( fraud) involved. It won't be easy and it would require a great deal of cooperation between governments but I'd much prefer that to just giving up and letting them get away with it.

When I'm PM I'll look into its cost-effectiveness G...but ya gotta vote me in

It's true that legislating to cover every avenue of tax avoidance is nigh on impossible, but there's always something that can be done to dissuade corporations from dodging tax as aggressively at the very least.

I feel that there should be a department within the business tax wing of HMRC that actively keep tabs on the finances of businesses that generate x amount of revenue in the UK. This will obviously result in much greater transparency and enable the government to identify suspicious trends in the ledgers of corporations who, for example, may be using subsidiaries to play with costs and profits. Even if what they're doing isn't illegal, pass the info on to the consumer and watch the greedy bastards squirm.
