Another reason is that while the debt may seem easy to pay off when you're in the NL divisions, if a club drops down a couple of divisions where there is no longer any serious money coming in, they may struggle to pay it off.
I mean that's the most likely scenario as it stands in the North and South divisions if the leagues below them are curtailed. Or if the National League does stop then it'll be like that in League 2. Got to draw the line somewhere.
Sending a few players out on loan doesn't take them off the wage bill entirely. You would still probably have had to pay a fair % of their wages. At this point any team with players out on loan might as well recall them and immediately furlough them to save some money.
