Can someone explain how Hyde United finished third in their league but appear to have been promoted automatically and not via the play-offs?

Because of the reorganisation of the Step 3 and 4 leagues there was an extra promotion place on offer. They got the highest points per game score among all of the 3rd placed clubs in the step 4 leagues.
