When is somebody going to make a firm decision regards which teams are going to be promoted and which are going to be relegated

Team that are of the position range 17-20 will relegate because they are the bottom top last three and that is how is been done I. Other leagues too. Teams that relegate will not show for the next year season. They will have to go and play a lesser league
