In my opinion, a "European Super League" - ESL - (with a different name) could be a good option as a new "domestic league".
Bundesliga, Premier League, La Liga, League 1 and Serie A have to many good clubs compared to other national leagues.
So they could create a transnational "domestic" league to accomodate this demand.
Not replacing "Champions League" or "killing" domestic leagues. In the last case this clubs will play in their national leagues at least each 2 years. And also this prevents all top level clubs from same city leaves the domestic league.
Also this gives more chances to qualification for CL and EL, ending top level clubs dispute.
The ESL should have new berths for qualification to CL and EL, maybe 8 (5 CL, 3 EL).
Also, the clubs playing in this league will be elegible to domestic cups and league cup in their home countries. So, clubs in this ESL could qualify through national cups or this transnational league, prevaling ESL qualification.
Best candidate clubs are from cities/urban areas with 2 or more clubs well established in their domestic leagues.
No more than 16-20 clubs in this ESL.
Main candidate cities/clubs:
England - Liverpool, Manchester, Midlands Urban Area and Greater London.
Spain - Madrid, Barcelona and Sevilla.
Italy - Turin, Genoa, Milan and Rome.
France - Monaco
Germany - North Rhine-Westphalia.
Other cities/Domestic Leagues could also be elegible depending on the impact caused.
