Nicholson. The turn-around he implemented has got to go down in Torquay's history as one of the biggest escapes of all time.... back at the start of the year we were staring certain relegation in the face.... what he has done with a very limited budget/squad is nothing short of a miracle.

How can they possibly know that with any degree of certainty?
If it's anything like the FL, which I think it is, Clubs get a list of budgets in the league where you can obviously place yourself. No Clubs are named on there, though.

What's to stop a club budgeting themselves lowest then massively overspending?

In the FL, a wage cap. In NL, nothing.

Clubs have to give a budget at the start of the season and give a good reason why it deviates from it (within reason) otherwise they get fined and/or a transfer embargo in the FL.

In the NL, I'm not 100% sure how it works but it's quite stringent apparently.

The budget talk from every club is nonsense. Nobody has a clue at all what any of the other teams spend, and clubs are slashing or chucking extra money at it all the time.
Clubs are going to talk down their budgets at all levels, for many reasons.
And who says that the clubs are actually spending what they've budgeted for? For example, I bet our budget was way above what was actually spent - we signed nobody of note, but reportedly tried to land Rhead for more than £100k.

It's pure speculation, and anyone on here who claims to know their club's budget has either swallowed the bullshit, or is the chairman.

Well exactly, we only have the chairman's word for that!
Point is, we had the cash in our "budget" to break our transfer record, but didn't. So the budget is no reflection of actual spend.

Our OS piece said it was a five-figure sum. I can guarantee that we'd have sold at £100k!

IIRC transfer fees aren't taken into account in the FL, only wages.

They are awards for the whole non-league pyramid (in theory). Sutton's Ross Worner won the goalkeeper award for instance (and Sutton boss Paul Doswell was nominated in the manager's category)

I would go for Cowley, Nicholson then Kinnear. Two of whom worked wonders with part time teams, getting to the play-offs was a remarkable achievement, and the other turned a team around that at one time looked completely doomed.
