Steam Problem

Computer ran out of battery, and now I can't load up Steam. Tried restarting my laptop and nothing worked. I even took some steps online where I had to download something and place it in a folder, but that didn't work. Here is the message I'm getting.

Try un-installing it and then re-installing it.

Delete your cached Steam files and restart Steam. It should drag the necessary files back down

Will be in your Steam directory under 'cached', get rid or rename that folder
