Hi Mark, thanks for the question; it's very often the case that amendments look basically quite sensible but either there is something about the way it is worded which means it wouldn't achieve the desired goal (eg not precisely worded enough), or because there is an alternative strategy (sometimes non-legislative) for achieving the same goals; I can assure you that - of course - whistleblowers should absolutely be able to highlight abuse without fear of recriminations. Similar response in mine. He claimed that they wouldn't be prosecuted as the Attorney General has set a precedent in the Kincora investigation and the Hart Inquiry in N. Ireland by saying so. I pointed out in my response that a precedent can be overturned, and that there is no excuse not to have enacted it into law
