In slow motion it looks awful, at real speed it looks like a natural reflex. Surprised they didn't just leave it with the 30 seconds penalty and points deduction.

Cav leant into him and basically rebounded into the barriers. Looked like the elbow flick was after Cav started going down in response to Sagan's arm catching Cavs handle bar. Silly self sabotage from the TDF.
Valverde, Izagirre, Cav, Sagan out. Going to finish with a peloton even the Tour of Britain wouldn't boast about.
It looked deliberate to me, particularly when seen from the helicopter above. And if the authorities believe that is the case, it's the correct decision.
