Just to avoid the whole 'did he mean it or didn't he?' argument. It works in hockey - if the ball hits your foot, then it's an offence every time.
hmm, i'm going to assume field hockey, as a player and umpire ive seen and would say it's actually the umpires discretion. if a player stops a ball with the stick and it bobbles onto the foot and no advantage is gained with no opposition around then i certainly would tell the player to play on.
that being said in counterance to the comment before about strikers aiming for hands, its a valid strategy in field hockey to get into the D and aim for a foot, if of course you can't skin three players and reverse it into the net....
it could work in football, but adjustments to attitude would have to be made.
on that basis
1a) anyone but the captain and the player involve who go up to the referee over a decision get a yellow card, if it happens twice the captain gets on as well, third time both get red.
1b) anyone who yells, fuck of ref or words to that effect, unsportsman like behaviour, red card.
2) referees to give fouls on players who stay on there feet, just because they've shown strength to stay up doesnt mean it wasnt a foul to begin with, if theres no advantage its a foul.
3) shielding the ball for 12 yards inside the box and obstructing the attacking player will be a penalty, baffles me when its not given.
