Here are mine.

1. Youth Players
Develop young players by letting the clubs have up to 3 extra players on the bench if they are 17 or younger.
Substituting such a player already on the field or from the bench would not count towards the normal 3, but you could
only bring them on or off once, as normal.

2. Female Players
Female players should be allowed to play in the same team as males using the same rules and so on.
This would make the leagues more interesting.

3. Work Permit
Removing work permit to make it easier for clubs, especially in the lower leagues to sign players from outside EU.
Example, FC Halifax Town needs a new striker and has found a promising lad/ladette from Vietnam, they can now sign
that player without fearing the player would not get a work permit.

I like the first idea, but the third and especially second are bad ideas.

I would distribute more of the Premier League's TV income to the Football League and in the Premier League I'd like managers to have two video replay requests per game when there's a penalty awarded, a red card given or a possible offside goal scored.

No January transfer window. That obviously goes across the board for leagues that start and finish at similar times. That includes no loaning.

Five players of the twenty-five man squad have to be academy products from the UK. They have to have been at the club for at least three years and have come through the youth system before being eligible.

International qualifiers should take place over the Summer in one tie groups in a designated country.

I've toyed with the idea in my head of having a 'Magic Weekend' type arrangement for sides in League One and Two, akin to what they do in Super League. All sides, 12 fixtures at one of the big stadiums in the country across a Bank Holiday weekend. I'm not even sure whether I'd be ok with it, or how on earth they'd convince one of the big boys to lend a pitch for 12 games across 3 days, but it's a fascinating concept.

I'd like to see a player whose been on the receiving end of a foul, but still 'simulated' to get punished. Maybe that'll shut up all this ''there was a touch, so he's entitled to throw himself down as if he's been mamed'' crap that pundits come out with.

I would think about introducing a few:

- sin bin for yellow cards. 10 minutes would probably be about right, similar to in rugby. That way the opposition gains a genuine advantage (instead of another team in the future when a player's serving a 5-card ban)

- throw ins should have only two rules. Stand behind the line, and release the ball with both hands. So you can throw it as it is currently, or roll it along the ground, or push it out to a teammates chest. The current limitation sucks, plus so many people I play with cant actually take legal throws.

- i agree with the person above who called for captain/manager getting a couple of video appeals during a match (tho not practical throughout all tiers, but that's the same for rugby, cricket and tennis and they all use the system well). referees make incorrect decisions, being able to refer a red card / penalty / offside decision to a video referee makes sense to me. if they can't see an obvious case for over-riding the referee then original decision stands.

- european qualifying for world cup.... i think 16 nations currently qualify, and there are 60 or so nations. i would have 6 groups of 10 countries, with the highest ranking 10 in the first group (A), then the next highest 10 in the second (B), etc. until the weakest 20 would be randomly sorted into final two groups, E and F, and plays one game against each team.
group A - 7/10 qualify
group B - 5/10 qualify
group C - 2/10 qualify
group D - 1/10 qualify
group E / F - 1/20 qualify (group winners playoff)

That way every group contains teams of a similar standard, and gives a chance to even the small nations to occasionally qualify. I think the qualifying campaigns could become more exciting than the actual tournaments, and couldnt be any worse than the current tedium.

This is an interesting subject. If I'm watching a game as a neutral, some penalty calls can ruin or at least lessen my interest in the game. You know, the ones where it's a good game and then there's a penalty given for "a trip in the corner of the box", for example, on a play that wasn't going to result in a goal. When it's not a clear goal-scoring chance, some penalties leave me with a feeling that the receiving team got too big a reward.

And this reminded me that they should do away with the "last man, red card" rule if a penalty is also given. It should be one or the other - unless the foul itself is so bad that it deserves a red card on its own.

Players needlessly cheating (taking corners an inch outside the corner circly thingy, etc) will be given a slap with a wet Haddock* Second offences will require them to submit to an indian burn from the toughest player on the oppo and a third offence will require a Double Nipple tweak fromevery member of the commentary/pundit team. if there is no television crew than a specially pre selected panel of fans will be deployed
*other Fish are available

Players time wasting in the corner flag will be fair game to be smashed off the field. as will anyone "Sheperding the ball out of play" It's obstruction plain and simple.

In that case, you just field 11 goalkeepers, and when you're in the box, all 11 players could handle the ball.

So a push in the 6-yard box on a corner when the guy doesn't have the ball is an automatic goal?

I would consider making the penalty area smaller. Instead of 18 yards, maybe 12 yards. A lot of the fouls in the outer third or so of the penalty area are not clear goal-scoring opportunities. When that's the case, a penalty can often feel like too big a reward if the attacking team didn't even look like scoring.

So basically players would just foul the opposition anytime they got remotely near the 18 yard line. Could make for some creative free-kick scenarios though.

Get rid of the League Cup. Not technically a rule but...please, just do it.

And no FA Cup replays unless it benefits the financial position of a lower league side - just take it straight to extra time. Impossible to pull off really (where do you draw the line - Championship/League 1/League 2/non-league), but it would be a lot more fun.

Jumpers for goal posts.

Abolish the League Cup and JPT and replace them with a competition covering Championship to National League.

Tougher punishments for treatment of referees i.e bans etc rather than pointless fines

Clarification of the handball rule, don't mind which way.

There's no reason at all why female players shouldn't be allowed onto the same team as men. Other than ability. But if there was a player good enough, why not?

With the work permit, there's already ways around it. If a player has been an international for any of the top 70 (I think) nations in FIFA then they automatically qualify. If a lad from Equatorial Guinea was good enough to play in one of the top five leagues in England, then I'd say he'd probably be a fair chance at being an international.

If they are outside the top 70, then you can have a 'special talent' exemption. I'm not sure if that would work with a player signing for Halifax.. But the odds on them actively scouting a nation like that would be miniscule. The Work Permit isn't actually a football rule anyway, there are just football based exemptions to it.

There's a precedent for that in the 'unnatural position' advice a ref has for a handball being deliberate or not.

Getting rid of this idea that even the slightest brush of a shoelace is enough for a penalty would be a good start. (and for blatant dives, too... Obviously.) I'd also like to see referees actually giving penalties more when there was contact, but the player didn't collapse on the floor like a sack of spuds. If you get caught, lose your footing enough for you to lose the ball, or misplace the shot, but not enough for you to go full 'death scene in Commando' then how often do you ever actually get the pen?

One rule I'd like to introduce is if a free kick is if a player picks up the ball when a free kick is given against him and walks away with it towards his own goal, or kicks it away (again towards his own goal), the opposition have the option to take the free kick from where the ball ends up. That would stop the stupid time wasting.
