I don't know if Spurs would leave them behind though, Celtic have a global fanbase which would only increase further if they became a solid PL side; there would be more potential for expansion from them than Spurs have imho.If Celtic joined the top flight, the whole of Ireland would probably sink under the weight of all the plastic fans emptying their sacks over YNWA when they play at Anfield.
In all seriousness, in terms of infrastructure and support, they'd be capable of being a top six side, although Spurs would soon leave them behind when their ground comes good. Otherwise it's daft to speculate, they may be relegation/top championship material but if they're not sitting at the table whilst Scudamore and co are divvying up the contents of Fort Knox, that can't be helped.

Celtic may have a bigger worldwide appeal but Spurs are bigger than a lot of people think. Plus, Tottenham is in London (admittedly a vile little corner of it, but once this regeneration goes ahead, it will definitely help) which has far greater prices and corporate market access which makes a great difference. Celtic are in Glasgow, improving, but the difference in money with London is huge.
That said, if the TV deals continue to dwarf other forms of income then it may be irrelevant. Sellick would be on TV every week in (at least) two of England's remaining colonies.
I guess the point I'm making is that with the right management, investment and revenue streams they could challenge alongside your Everton's and Southampton's for the top six, however, I see them more as a Newcastle - large fanbase, remote by comparison to others and with a "big club" mentality. Let down by ridiculous overexpection, the local economic state of the area, and by poor performances on the field. Occasionally capable of a challenge before falling away again after the supporters force people out etc...
Anyway! I'm against the idea, a Celtic (as in the 'race' not club) league would be quite entertaining though compared to Scottish fitba.
